Well if its just blocked because of security reasons then add ?a=3 to the end of the URL.
if u share the computer w/ some1 elts then they may have blocked it ask them
or u may have a real virus blocking it to you can use disk clean up or have a security scan done.

what are you using internet explore or firefox or google chrome you might want to try using firefox or google chrome but don't use the settings from internet explore firefox will ask you if you want to export settings from internet explore I think that how it work just select no or unselect it...That might work for you hope so...
